County Planning administers state infrastructure programs in Cuyahoga County. The State Capital Improvement Program (SCIP)? and the Local Transportation Improvement Program (LTIP) assist local communities in financing local public infrastructure improvements.

SCIP is a grant/loan program for roads, bridges, water supply, wastewater treatment, storm water collection, and solid waste disposal. LTIP is a grant program for roads and bridges only. The programs run concurrently.

The Ohio Public Works Commission (OPWC) was created to oversee the SCIP, LTIP, and other programs under its jurisdiction. Nineteen (19) District Integrating Committees were created throughout the State to select projects for funding using a merit-based process.
