The Euclid Master Plan outlines a strategy for fostering a vibrant lakefront city with exciting retail districts, strong residential neighborhoods, an active civic core, and a prosperous industrial base. It was unanimously adopted by Euclid City Council on February 5, 2018.

Process

The Euclid Master Plan process began in 2016 and was developed over two years. City staff and a Steering Committee made of residents, business owners, and other stakeholders guided the plan through this process with more than a dozen meetings. The plan included a community survey, an analysis of current conditions, the development of a vision for the future, action steps to achieve that vision, and prioritization of actions.

Public Involvement

The plan kicked off with a community survey that was completed by 265 households. Three public meetings were held to showcase the plan and gather feedback. Following each public meeting, online surveys were posted to allow additional input. Over the course of the plan, 265 residents completed the mail-in survey, approximately 125 residents attended meetings, and 423 took online surveys. This input was used to shape the recommendations of the Master Plan.

Master Plan Structure

The Euclid Master Plan included six Citywide Visions and eight Core Strategy Areas. The Citywide Visions covered topics important to all residents and neighborhoods, while the Core Strategy Areas focused on specific areas and corridors that had the most potential for change.

Citywide Vision

The six Citywide Visions included a vision statement, reference maps, goals, actions, and example photos. The six visions are described below:Visualizations of the citywide vision components

  • Stay: Housing and Neighborhoods—This vision called for preserving the characteristics of the community, stabilizing the housing market, and addressing the desire for additional housing options. Goals included enforcing the repair of existing housing, increasing the homeownership rate, and strategically investing in struggling neighborhoods.
  • Prosper: Economic Competitiveness—This vision called for sustaining the City’s multi-faceted economic base, growing entrepreneurship, and attracting new businesses. Goals included conducting business outreach, strengthening the manufacturing sector through development and marketing, and supporting small businesses.
  • Play: High Quality of Life—This vision called for enhancing parks, retail centers, and the lakefront as amenities. Goals included promoting and growing downtown, using events to enliven retail districts, and implementing the Waterfront Improvement Plan.
  • Connect: Transportation Links—This vision called for connecting Euclid internally and with the rest of the region through various transportation methods. Goals included improving paths to the lakefront, improving transit hubs, and enhancing the City’s sense of place.
  • Engage: Neighborhood Involvement—This vision called for fostering a shared sense of community pride in Euclid. Goals included promoting community engagement, building a positive self-image for the City, and enhancing safety in neighborhoods.
  • Preserve: Environmental Preservation—This vision called for protecting the City’s environmentally sensitive areas, promoting green practices, and alleviating flooding issues. Goals included restoring environmental features, adding green infrastructure, and promoting wind energy.
